New Concord waterline project authorized

NEW CONCORD Village Council authorized the replacement of a 1,600-foot section of waterline on North Friendship Drive.

During its Monday meeting, council adopted a pair of emergency resolutions necessary for the project to move forward later this year. The resolutions authorize:

The Village Administrator to contract with L-CON Engineering. L-CON will design the project, oversee the bidding process, administer the contracts and inspect the work.

A cooperative agreement between the village and the Ohio Water Develpment Authority.

Administrator John Huey estimated the North Friendship Drive Waterline Replacement project would cost about $65,000.

Several council members suggested that because of the numerous waterline breaks in that area, the payback period would be brief.

Huey said there have been seven waterline breaks since the beginning of the month.

Thats a lot of work and a lot of expense, he said.

Resident Jim Hummell attended last nights meeting to lend moral support for the project.

Im on the downhill side of those leaks, he said.

Councilman and finance committee Chairman Bill McCoach said financing for the project would come from the Ohio Water Development Authority and would be in the form of a 10-year term loan at 3.8 percent interest.

Huey said the project likely would begin in the summer.

We have to get an [Ohio Environmental Protection Agency] permit, he said.
