NEW CONCORD Developer Jim Lepi of Advanced Procedures Inc. has received the endorsement of the Village Planning Commission for plans to develop a commercial and retail center.
By unanimous vote Wednesday, commission members approved the site plan for a commercial office and retail complex to be built at the northeast corner of West Main Street and Friendship Drive.
A new branch office of The Community Bank at the southwest side of the complex will anchor the site. The bank will be constructed in the first of two phases.
Bank President Michael Steen, a history enthusiast, said he was looking forward to the new branch.
I want to make this look like something that belongs on the National Road, Steen said.
Phase 2 of the project will feature the construction of a row house-like structure that will house businesses on the first floor and either five, upscale condominiums or 10 equally appealing apartments on the second floor, Patrick Kelly said.
Kelly is president of Kelly Architectural Services Inc., which produced the site plan and the conceptual drawings.
Were trying to pick up the historical [flavor of the neighborhood], Kelly said.
The lower level of the building, for example, will have a brick and stone fascade in keeping with the appearance of other houses in that portion of the village. Plans also call for the roofs to be made of slate.
The utilities, including electric, will be mostly underground, he said.
So far, the developer has had business owners express interest in about 30 percent of potential stores.
The parking lot for the bank and retail stores will include 44 parking spaces and the lot will interspersed with trees and shrubbery to give it as pleasing an aesthetic appearance as possible.
Residents of the second-floor condominums/apartments will enter their residences on the north or uphill side of the building.
An existing alley there that runs parallel to Main Street will be extended to Friendship Drive and widened from 16 to 20 feet.
So, what will this development be called?
A final decision had yet to be made on Wednesday evening. However the developer was leaning toward Community Commons.
Other possibilities include Community Corner and Community Center.
Before construction can begin, three existing structures at that location (173 to 199 West Main Street) have to be razed. Those structures are the restaurant at the corner of Main and Friendship, the computer store and a house fronting the alley.
